Capture when a patient refuses PHR access

We would like a denial button to track when patients decline enrollment in the PHR. We would then like these patients added to the numerator for Meaningful Use tracking.

    This feature would also make it easier for patients who have declined access, but keep getting asked if they want access. There should be some way besides a note in the file to show in the system that access was declined and be counted for meaningful use.

    I would like to see in the profile section of patients chart, a simple yes or no question, with did we ask the patient if they want to be enrolled in the patient portal. We do ask every patient however only a small few provide email. then it would be easier to calculate for MU, about the view download, or transmit info. Please.
