Tie "Timely Access to PHR" Measure to patient preference

The majority of our patients are financially, intellectually as well as technologically impaired. Furthermore, most don't even speak English. They don't own computers, much less have an email address through which to communicate, which unfortunately is a prerequisite to accessing their PHR. Therefore, when specifically checked off "Patient does not have an email ", that should automatically withdraw that patient from the calculations in the numerator and denominator

    100 % agree. There is noway we are able to qualify this measure in our community even I use EHR 100% of the time

    I absolutely agree. If you are a specialist that deals with majority of patients 50 and above attesting for medicaid this should be a definite option.
