In order to successfully demonstrate meaningful use for the Medicaid EHR Incentive Program, participating eligible professionals (EP) must meet all 10 of the required objectives or qualify for exclusions to objectives that may be outside their scope of practice.
There are two components to attesting successfully: Objectives and Electronic Clinical Quality Measures (eCQMs). To participate in Modified Stage 2 in 2017, providers must report on all 10 objectives (containing one or more measures per objective) and 6 eCQMs to meet the program requirements.
Since some objectives may not relate to your practice, CMS has established a list of exclusions for certain objectives and measures. If you qualify for an exclusion, you have the option to claim that exclusion during attestation. Please note that while you will not need to submit any documentation to your state Medicaid agency during the attestation process to claim an exclusion, you will need to be prepared to prove you qualify for that exclusion in case of an audit. This means you should retain any documentation that supports your qualification for the exclusion for at least six years from your reporting year.
