How do I connect Practice Fusion with my registry in order to meet Medicaid's Meaningful Use requirements?
1. Register with MCIR
For detailed step-by-step instructions on how to complete the requirements as a Modified Stage 2 Meaningful Use provider, please visit the MCIR Steps for Meaningful Use webpage and refer to the information for Modified Stage 2.
The first step under Modified Stage 2 refers to the registries need to “declare readiness” for accepting the HL7 2.5.1 files required under Modified Stage 2 of Meaningful Use. Read more about Michigan public health data submission capabilities in their statement of readiness.
If you are a Modified Stage 2 provider in Michigan, you must register your intent for active engagement and electronic submission within 60 days of the start of your Modified Stage 2 EHR reporting period. Failure to do so will result in failing the immunization data submission Modified Stage 2 measure.
Note: if you are a Medicare clinician participating in the Merit-based Incentive Payment System (MIPS), additional guidance for new registrations has not yet been provided. If you have already completed MCIR registration previously, your active engagement will continue. If you are a new registrant, please contact MCIR directly for information.
2. Sign up for an integration through Practice Fusion in Immunization Settings
Ensure that the following information has been accurately entered into the EHR in the applicable areas: Provider name, Primary facility address, and NPI. Note: For instructions on editing your EHR Settings, click here.
Navigate to Settings --> Vaccines and immunizations--> Immunization registry.
Under Step 2: Connect, select Connect an EHR facility to your state registry.
Select the facility name with which you are registering.
Choose Michigan - Michigan Care Improvement RegistryExternal (MCIR) from the Receiving Register drop-down list.
Enter the HL7 Facility ID. Select the “i” icon for additional information about each credential. MSH-4 Sending Facility must be populated and should be entered in the format of ####-##-### (all numerical). The value assigned by MCIR for your submitting system must be used for all messages sent. If you are not sure of what your HL7 Facility ID is, please contact MCIR at MU_MCIRHelp@MPHI.org
Click Register to begin the testing and validation process.
3. Activate your immunization integration in the Immunization Settings page and contact MCIR
Immediately after registering, visit the Immunization settings page and activate your integration.
Contact MCIR by sending an email notice to MU_MCIRHelp@MPHI.org to:
Validate the MCIR HL7 Facility Id. If the MSH-4 field in the Message Header does not contain a valid HL7 Facility Id that was issued by MCIR, then this is an Error. This means that a message with a missing HL7 Facility Id would be rejected.
Notify MCIR of the date they started sending messages to MCIR through their Health Information Exchange (HIE). If MCIR verifies they are receiving their messages the site will be able to start the Data Quality Assurance (DQA) review with MCIR: https://www.mcir.org/wp-content/uploads/2014/08/DQA-Steps.pdf
4. Submit immunization records directly to your local registry
Once activated, you will be able to electronically submit immunization files to MCIR for each patient.
Go to the Immunizations section of the chart and click Transmit all. Alternatively, click the Actions button and select Transmit to state registry.
Information on data submission for Meaningful Use in the state of Michigan can be found at the MCIR Meaningful Use webpage.
For your assistance, MCIR has put together a MCIR Meaningful Use checklist that helps you keep track of all the required steps when submitting data to MCIR as part of Meaningful Use.
